I tried to make a really nice prison with TVs in each cell and stuff like that

Only thing is, I ordered harsh solitary confinement time for any offense, like smuggling

Now most of my cells are empty since almost all my prisoners are in solitary. I got so pissed off that I put walls in front of their doors so they never get out. They're starving to death now. Most are already dead.

Why won't they just follow the rules?

Dude put cell confinment.
Set up programs using common rooms and med ward.
Oh and set to accept MINIMAL SECURITY prisoners as ya learn the ropes.
