For one thing, it can't put every major title in the running as a result (Smash obviously can't compete for anything even though the hype behind it is massive).

Two: given how many companies have started using TGA for major announcements, they could set it up to run against CES, which used to be the major game announcement venue until the creation of E3 in 1995.
