rubbing and scratching, how do I make it stop? putting generic lotion there only works until it dries out, it's patchy, flaky and when I scratch it til I can't anymore it turns all red. Am I dying CE?

That's odd because usually it's just the parts of your body that are exposed to the air regularly. So like arms and legs.

Air like fans and wind? Because my house constantly has fans on since we get hot easily when in our rooms and during good days I even have the windo open so I can feel the air there even in shorts.

Well depending on where you live the air outside might be dry. I know here even in the winter on days when it's not snowing or slushy, the air is very dry and cold.
And if you're inside, odds are you have the heat/vents going If you're in a warm climate, this may still apply. Outside may be dry heat or whatever. AC and fans can be pretty dry at times too.
