Arrow just going around killing fools.

And not the Time Bureau locking creatures up when they really don't know if they are truly bad, shows we have some issue here.

In the first season Iron Heights didnt have the capability of housing meta humans so team flash felt it would be safer to lock them in the particle accelerator which would prevent them from escaping.

They were never given trials

I think this is addressed during the episode where they try and transport them to an ARGUS facility in season 1. After that anyone they capture goes to the meta wing at Iron Heights.
