It was entirely a strategy to win back the House after spending 30 years of basically being a "permanent minority" in the country. Newt, and others but he was the main player, realized that in order to ever find a footing for power for the Republican party beyond POTUS, he had to divide the country into pure partisanship based around every issue out there. White/Nonwhite, Urban/Rural, Coast/Heartland, Gay/Straight, etc. Pick the issue and the Republican party went all in on crafting division. Newt also realized the power of cable news and talk radio, which is why he used his position and also promoted by Murdoch's network and Ailes strategy, to promote this strategy to divide the country along pure partisan lines on every fucking issue, and craft their opponents as literally the worst thing imaginable. And it worked to such a massive success that the party jumped all in with those tactics for the next 25+ years.

And the shit we see today is just the end result of that. And it likely would have headed that way sooner had 9/11 not happened which basically put a thin paint of "muh patriotism!" over the boiling issues, something that after about a year quickly faded away and the Republicans were calling anyone who didn't support their agenda in every area, and specifically the efforts in the Middle East, as "unamerican terrorist supporters!". And now, since the Republican and their voters have shown that time and time again they simply don't give a shit about civility or cohesiveness, the Democrats have finally said "Fuck it and fuck you right back!". But history will remember this as something caused by and embraced by the GOP.
