IIRC, Tenpenny basically had Smoke by the balls. It was partly orchestrated by Tenpenny wanting to control the drug trade in San Andreas, and Smoke being weak when it came to money and power. My guess is that Sweet's insistence on Grove Street keeping "clean" with respect to drugs was getting in the way of this and of the dealers' bottom line, so Sweet had to go; Smoke apparently tried to convince Sweet to get into the drug trade but he was adamant against it.

Some of these details were gone over in the "The Introduction" video - a sort of prequel to San Andreas. It does more neatly fill in some holes than the game itself does; you can see it on YouTube:
