As others said, Hydreigon and Goodra are the only ones that have a primary focus on special attacks. However, Dragonite and Salamence can go mixed pretty easily. Dragonite can work really well on rain-based teams with Thunder and Hurricane at its disposal, and Salamence was an absolute monster with mixed or even pure special sets during gens 3-5. Draco Meteor, Fire Blast, and Hydro Pump made for some insane power and great coverage, either by themselves or alongside Earthquake and other physical options.
