Sure they can. A person who is otherwise handsome can come off as a total creep if their disposition is offputting.

Being socially capable isn't the same as being handsome, and being handsome doesn't make you socially capable.

There is a sliding scale. The more handsome the more extreme the action required to be creepy. For instance, some ugly dude is creepy when he stares. A handsome dude is creepy when he gives you roofies
