First we need to define what makes someone an adult. Having responsibilities? Growing old? Experiences had? Any one of those will fluctuate from person to person, and doesnt necessarily mean youll be more or less mature.

about 18 years when i learned to pay my own bills/rent.
took about 7 years after that to learn to pocket away money for financial issues.

I think real, complete maturity is kind of a lie. No one is ever as stable, intelligent, or as in control of their lives as they like to pretend they are. I think it's part of human nature to want to believe there is some kind of stable "adult" state that can either be attained or that we already have. But even the most seemly mature people have huge flaws and the age of social media really exposes that.

Drugs, mental illness, depression, dysfunctional relationships---everybody has cracks if you dig deep enough. But even beyond that, most people aren't well-educated or in control of their emotions. Functioning adults don't be behave like children in public, but online where their is perceived anonymity or in the company of like-minded people, it's a different story. And sometimes even in public---angry mobs are a thing.
