the LAPD have a gang unit. literally a gang of cops that target street gangs. so it's not like our law enforcement has overlooked the importance of distinguishing a gang banger from a civilian. it's just that they cherry pick when to put emphasis on it depending on the narrative being pushed at the time.

If the primary reason gang members join gangs is because theyre predisposed to violence, then why is there such a significant disparity between the demographics that make up gangs both in the cities and suburbs?

It has a lot to do with class and some to do with culture. Not race. More blacks just happen to live in poverty. But it's easy to be sheltered if you live in a small town and have never been around minorities for your entire life.
