I don't think the police can do anything that will change some people's perception of them. Right or wrong, deserved or not, broken trust means the citizens won't be convinced. You gotta do it the other way around. In other words, have these citizens change their perception by seeing firsthand what the police are responsible for. The only way to do that is by having the citizens become the police, thereby taking on these tasks and tackling the challenges of the job. But, let's be honest, no one here would ever agree to do that, unless they had already been planning to anyway.

If you obey the law and when you do slip up with a minor offense, not get all defensive and just be courteous to the cop you will be fine.

They are bullies though for sure, that will never change.
