I'm doing homework rn and started whistling. I then remembered that I can whistle by sucking so I started whistling by doing a combination of both.

Of course it is.
You put your lips the same way you would for blowing to whistle, except you inhale. It's super easy, and it sounds the same.

Sounds about the same here.
Blowing makes it easier to go louder though.
