Artists are very aware of how much sex appeal they put into their teenage girls. There's some doc on the creation of Disney's Pocahontas, with a clip of them detailing just how sexy she should be.

I was surprised at the time, but this is actually normal for the industry, it just doesn't get out much. So yeah, they know what they're doing with Raven's leotard.

Pocahontas is a grown ass woman (well, in disney's movie at least) so not really comparable to teen titans Starfire. The former's sex appeal is expected, the latter's sex appeal is awkward in hindsight.

I was using her as an example of a thing that happens in the animation industry, in spite of the usual target audience of children. They know their periphery demographics are important too.

It's called Teen Titans, they're teenagers, so it appeals to the demographic it's aimed towards perfectly.

A better example would be Pokemon.

Eh not really the same concept though, that's a whole different ball game, and more of a jessica rabbit parody reference (who in turn was meant to be a parody/reference to the sexual femme fatale trope herself)
