That tower block is not the exception, it's the fucking norm. Go flat-hunting anywhere in the UK and you'll find plenty of tower blocks with the same below-spec cladding all over the place.

huge skyscrapers built before regulations in place protected by laws that allow them not to retrofit security features. sadly thats a thing in america too.
