I heard in Shadow, there's plenty of combat skills to upgrade but hardly any combat to use those skills.

There's a lot of skills related to doping (lol) on plants you find, to slow down time, etc. Those always seemed pretty pointless to me. Ones related to crafting costumes cheaper are pretty stupid, too. At least the abilities you win from tomb completions are unlocked automatically.

I think it tells you when you start the game when you choose the difficulty. As long as you have puzzles set to hard she won't tell you the solution.

That's how Rising feels sometimes. I'm all for pacing and you need to have your platformers and puzzles, but there comes a point where I just want to get into a fire fight and shoot dudes.

There's even less in Shadow.

I don't have a problem with it personally. But it's really weird considering all of the XP and crafting stuff. It's useless. It's like they wanted to make a tomb focused game but they couldn't move entirely away from TR2013.

Yeah it highlights stuff you can take or interact with. You need to get an upgrade that highlights animals and enemies in Shadow. Don't remember what it was in Rise.
