Ask them if taxation is theft.

If they say "TaXaTiOn iS ThE pRiCE wE PaY tO LiVe In a CiVilIZeD SoCiEtY" they're probably a bit slow.

If they point out that the free market will always be more efficient than a bloated government bureaucracy and that govenerment intervention is always inefficient and hurts society then they have at least a high school level of knowledge and basic intellect.

If they say "taxation is akin to robbery, extortion or slavery and I as a free person am entitled to the fruits of my labor" they are extremely intelligent.
