Yeah this has to do with Nick owning the franchise and wanting to keep it fresh so they will reboot it and change things every five or so years. Sooner if the current version fails. After two more serious takes on the Turtles it makes sense to go for a more comedic approach.

Generally, changing race isn't a big deal so long as the race has nothing to do with the character and doesn't mesh with the setting. The only real problem is the hypocrites who would praise something like this but then complain when a character is made white, isn't "X" enough, etc. It's either OK or it isn't OK.

For the most part this really isn't that much of a big deal. April herself never had a consistent look in the cartoons in the first place: the original 1980s series had the classic jumpsuit, 2000s series had her as a redhead, and 2k12 had her as a kid which had the most dramatic change. And then there's the first comic in which apparently nobody knows what her race was.

Honestly, what they did to Splinter was much worse--he looks and acts like a slob. Still though, the new series isn't nearly as bad as I thought it would turn out. It's definitely a lot more... wacky. I wouldn't even say it's wacky as the 1980 cartoon, it's it own brand of wackiness. Shredder hasn't appeared yet and I'm not entirely sure if he ever will considering the direction they're going in. But who knows.

This is Baron Draxum, the big bad.
He is a Ykai (Japanese supernatural demon) that wants to mutate humankind because he is crazy.
The Foot Clan are hired mercenaries, and the shown leader is not Shredder.
I guess they could turn Shredder into a supersecret warrior that they can only use at extreme situations and that Krang is the result of one of Draxums mutations, but it seems unlikely.
Oh, and he is voiced by John Cena.

I feel like Shredder's agent was able to keep him out of this.

He's usually pretty good about dodging bad TMNT adaptations. He wasn't in Turtles 3. He wasn't in the CGI 2007 movie. He only appeared in two episodes of The Next Mutation. He's actually fairly successful at avoiding the bad interpretations.

With TMNT, it's not about how serious or comical it is. It's about the creative decisions. In this case, I think they've made poor ones.

On that note, this is a really big peeve of mine. Not with Teenage Mutant Ninja Turtles, but in general.

Male characters may change in look and personality, but their profession, backstory, and underlining outlook seldom changes from adaptation to adaptation. Conversely, female characters are treated like their name is GIRL and they can be subject to the writer's every whim. Want to reduce the proud adventurer to a damsel in distress? Go ahead. Want to make the redheaded waitress into an Asian doctor? Go ahead. Want to turn a quiet bookworm into a trash-talking athlete? Go ahead.

It just lacks respect for the character and the people who wrote for the character. Sometimes, characters are flat or carry with them some baggage in regards to how they represent women. It's okay to change those characters for the better. But half the time, it's done for the sake of doing it. The writer has no consideration for the history of the character or simply wants brownie points for sliding them further along the progressive scale.

There seems to be not that simple. Raph is clearly over his head as leader and Leo while he doesn't want to lead does seem to have the potential. It could be something planned.

Really I could be wrong but I think this show is only deceptively simple and there will be character development.

Except Splinter who just sucks.
