Well, in Spanish, "1 billn" is 10^12. 10^9 is just "mil millones" (a thousand millions).
Now I read in this topic that it's the same in Brittain, which make it seem like Americans were too lazy to count that far for the next name change.

It used to be the same in Britain. They've long since changed to match America (changed in the 1970s or so).
