Theoretically, yes, but pretty impossible to pull off unless you could just "buy the win" by giving them the money directly. Trying to organize hundreds of thousands of people to each by thousands of tickets and keep track of those tickets would be near impossible without spending hundreds of millions of dollars.

The 6/49 lottery in Canada has just shy of 14 million combinations at $2 per play. It is in this state somewhat regularly, but it's just impossible to buy all those tickets between draws.

Reminds me of Bruce Almighty when he decides to just answer all the prayers with "yes" without reading them and his ex's sister wins the lottery but only gets like 24 dollars since everyone else won too
