Teaching people how to protect themselves is never a bad thing.

I always hate the don't blame the victim idea. Blame the victim too depending on the situation. If the victim literally does nothing to protect themselves, they really deserve some of the blame. Not all of it, but at least some. I mean if you visit NK and they arrest you for some made up charge and torture you, sure it is NK's fault, but also you have some blame for even going to such a place where stuff like that happens. You don't wear a seatbelt and someone crashes into you? Still partly your fault for not wearing a seatbelt. Cross the street whilst looking at your phone? Still partially your fault for not looking before walking.

Probably ineffective much like this program and much like D.A.R.E. before that and "just say no" before that. The argument you'd always hear after that one was "how could anyone have a problem with simple advice?" The counter is that these programs are often shown not to work and thus can be a huge waste of time and money.

I'd be curious to see if this program is effective at all. I really doubt it though. Sounds like it'd be way easier to improve the behavior of peace officers as opposed to the entire general population. They are the ones who hold the power in these encounters what with their fingers sitting on the trigger and all that.
