If she had a grandparent or great grandparent who was an active tribal member in their lifetime and she was taught about the tribe through antiquity then she would be. But with it being what, 10 generations away, she's got zero right to claim it. I've probably got more African heritage via slavery on my Puerto Rican heritage or more Indian through my Mexican heritage, but the whole "literally enough generations between then and my grandparents/ great grandparents" thing resulting in Mexicans and Puerto Ricans developing a unique cultural identity in the meantime is wayyyyyy more important to acknowledge than ancestors so many generations removed that their culture was wiped out or combined or both.

Is she? - Not from a practical standpoint.
