The character isn't transgender or a crossdresser or anything. She would simply be a female character played by a man in the spirit of the original cartoon being based on Divine. The actor's voice is high enough that it works as a husky female voice.

I mean Ursula being a woman doesn't have much bearing to the story doesn't it? So if Ursula was a drag queen, they really wouldn't have to change the design or even the role much

They mean that within the scope of the story, Ursula's character would not be a man cross dressing, just that the actor is a man playing a female character. Like how John Travolta played a woman in Hairspray, but his character Edna is not a crossdresser because in the story, she is just a kind of masculine-looking woman.

The actor would be "crossdressing" insofar as you could say a probably 90% CGI character would be crossdressing.

The actual character of Ursula would still be a woman.
