Abolish the idol industry, performers are pressured to avoid dating well into their adult lives to avoid backlash from the lonely otaku who see her as virginal and as a pure maiden worthy of dating despite never having a chance with her. All this does is keep lonely nerds on the hook for a lie, saving themselves for the perfect woman that will never exist in their life, while the idol's real life is stunted by the lack of proper social contact with the attractive fairer sex.

By abolishing the idol industry, or at least excising this side of it, you leave a lot of people without that sense of false hope and pathetic fake affection for a lie. That doesn't solve the problem of all of these pathetic manchildren who buy into the fantasy of a beautiful virginal housewife who'll take care of them like a mother, but it's a step towards a society that doesn't placate its losers with delusions of unreasonable domestic perfection.

A lot of American companies have functionally round the clock work where you're expected to be on call at all times.

Japan has a different problem where their work days are compounded by extremely lengthy commutes that are so bad some employees rent hotels outside their job instead of go home for the week.

D) The men need to learn be less reserved and interact with the women more. I imagine that the stereotypical male and female personalities in the Japanese dating world have become relatively outdated due to the internet. For the women, seeing how other people across the globe speak and interact has likely made the reserved male/father figure stereotype less attractive with the newer generations. With the men, the amount of easily accessible sexualized stuff like panties in a vending machine doesn't help the situation for sure and neither does that anime pillow weeaboo junk that causes some to be reclusive.
tl;dr the men and women need to start talking to each other

What you do is heavily tax married couples with fewer than 2 kids and give tax breaks for each additional child; they should also heavily tax singles over 30 until they get married and have at least 2 kids
