Republicans did that back in nineties, and began approaching their final form back in 2008.

Democrats on the other hand have been struggling with an identity crisis since the collapse of the iron curtain. We have a lot of ideas about what we think we'd like to be, but we've yet to see an administration fully act in tandem with those ideas, for a variety of reasons.
