SIR you just pissed me off. I have sound advice. The manager is gonna be a DICK. Don't take shit from him/her. You get on that phone and say "AY! I need you tell so and so that I need to talk to that dick or bitch and I am running out of patience over here. You hang up on me oneeeee more fuck... hello?"

And then call back... they'll get it.

Why are you contacting this person?
Are you selling something? Do you just want to meet them as a fan? Do you want to collaborate with them on a job?

Generally I would say be polite, professional and sell yourself without bragging. Be direct, propose exactly what it is you want. If you want to meet, say so. Be specific and clear.
