Mainly because in any poll that had one 90% of the result would be "Other" and the poll would kind of be meaningless. In which case, the default option is "view results only". It's right there next to the Vote button. Though obviously that deprives the world of your unique special snowflake opinion, and of course we can't have that. No but I agree with some of the others here. Maybe they should have used the words "out of these ten" somewhere in the title but an "Other" option wouldn't be any good.
