Sometimes, and sometimes not. It's not like there is a handbook on that sort of thing.

It's a vicious cycle sometimes.

I've gotten embarrassingly bad service before. Sometimes, I can tell it's because the server is just bad, sometimes it's because the server is being overwhelmed, and sometimes it's because the server looks at my babyface and thinks, "This shitty high school boy isn't going to tip me anyway; no point in giving him good service."

That said, these are just my very human judgments. I'm sure I've been horribly wrong on some of them.
