Because Nintendo is too lazy to find ways to prevent people from abusing cloud saves, so games like Splatoon 2 won't have the feature. Never mind the fact that people have been asking for the feature for over a year now, or that it's an industry standard to be able to backup your data, OR that they're locking said feature behind a fucking paywall lol.
