The only thing I can think of is because of the "Go directly to jail/place cards, which can place players behind certain locations, allowing them to be passed multiple times on the same run.

Iirc, it's because not all dice rolls are created equal. For example, there's only one way to roll a two or a three, but there's two ways to roll a four, etc. This means that certain rolls are more common than others. Over time, this means you're more likely to end up in certain areas of the board overall.
