Basically, they're like the Phylakes in Origins but they actually interact with the world, in the sense that they can cause a ruckus and you can get bounties to kill them.

You also no longer automatically desynchronize for killing civilians. You just get bounties placed on you if you're caught.

Huh. I wonder if killing civilians will actually change the story or if it's just going to be a shallow punishment for doing so

The bounty thing sounds like a mix of RDR and GTA, with mercs serving as cops. I'm really liking the ideas they have here.
