Basically, they're like the Phylakes in Origins but they actually interact with the world, in the sense that they can cause a ruckus and you can get bounties to kill them. The bounty thing sounds like a mix of RDR and GTA, with mercs serving as cops. I'm really liking the ideas they have here.
