The U.S. travel advisory for Tajikistan at the time was Level 1. Which just means people should "exercise normal precautions." This is not the ISIS hotbed the TC's article is making it out to be.

Now would I personally go to a country that borders Afghanistan? No, but let's not pretend they were wandering through ISIS strongholds here. And ultimately, the blame goes to the people running others over and stabbing them, not the people being stabbed, even if it was dumb decision making that got them stabbed.
