I remember there being logical things to do here. Like not go over a number (8?) because you can get a Bobblehead for everything, but dont put anything at 8 at the start.

It doesn't even matter you'll eventually get everything. Unless you're playing on survival this game is easy.

Don't go over 9 because there is a bobblehead for each SPECIAL stat that ups it by one, and the max is 10. Same as in FO3 if you ever want to play that.
Charisma can be start at 6 if you want an easy time with speech checks. You can do more, but there is not much rush. I think I started with 10 cha and 9 int. I wanted to use the perks at those high levels so I basically was just in power armor 100% of my time the moment I got my first set. I also raised Agi up to 3 just so I could be sneaky for the few times I took the power armor off. Right from the start my character had perks from this set up that made the game too easy.
