Okay I'll spell this out slowly for you Their resources were massively diminished following the hurricane. The US government dragged its ass giving aid to them. The amount given to them was much less comparable to the damage when compared to the aid afforded the continental states affected by hurricanes that season. It was capitalist policies that were cited as why they couldn't provide better or more effective aid to Puerto Rico, and there's that whole "trying to give the contract for the island rebuilding to massive Trump campaign donators" which slowed things further and raised the amount that would have been spent rebuilding except it was being given to third parties who never ended up getting the contracts after appeals by courts who recognized the issues of those contracts being handed out as they were.
