Or do you think they have a normal head, they merely look through the bottom of the eyes and the mask is just to make them look bigger

Japan does have a long history of guys in monster suits, having difficulty looking through the mask, fighting heroes in red.

If they have big heads then their shoulders are above their chins... which is just freaky

Probably a large head. Most Mario enemies that don't have clearly defined shapes (Koopas) take after that style. Goombas, Spikes, uh... Pokey is just a face, Bob-ombs, etc;
