white rice is actually just brown rice with the brown fiber part stripped off. That times time, and time is something people just don't have a lot of. This is why I invest in a pressure cooker. Vegetables are basically free at the supermarket. A pound of most of them are under $2 and that's a lot of food.

Lots of tortillas, beans and brown rice burritos.
Pasta is dirt cheap. Still looking for a good pre-made curry I can pour over white rice if anybody knows of any. Can be online or brick and mortar. I never got it. In Australia, healthy food is cheaper than take away (literally $25 to order a single pizza in here, when you take into account delivery fees).

It is relatively cheap
