Yes. I figured that was the point considering everyone starts from the same location and therefore the putts are inherently different from real golf (funhouse bullshit aside).

This reminds me of the last episode of the new version of Powerpuff Girls I watched, where Buttercup putts a perfect game and then keeps the ball despite being told by the course's owner that she couldn't, which causes a giant Betty-Boop-like statue from the course to come to life during the night and start destroying the city looking for what it's missing, so Buttercup reluctantly gives the ball back

Just like real golf courses no, not every hole should be a potential one shot.

In a real golf course, any par 3 hole has a slim but realistic chance for a hole in one to happen, and very few par 4 holes have that chance unless something unbelievably freakish happens. The same should apply in mini-golf. If the expected par for the hole (AKA what the average player at that level would be expected to do) is 3 or less, then a hole in one should be realistically possible. But if it's a longer hole where the expected par is 4 or more (which admittedly is fairly rare in mini-golf) then it's not necessary.
