If all he want was further negotiations, sure. Not sure why he bothered with the new tariffs if that was all since the US has had many trade negotiations with the EU in the past. The EU even said months before the the new traiffs were announced, they'd be willing to negotiation a tarriff free trade deal.

If the end result of this is greater trade with the EU to offset the impact of China's counter-tariffs while we still have tariffs on them, that's a net gain for the US.

This is about the EU importing soybeans from the US, not the other way around. There's certainly a conversation to be had about the impact of other goods being produced.

TTIP and TTP aren't free trade agreements, no matter how many times you put the words "free trade" around them. There's a reason both parties actively rallied against them. Pelosi and Reid actively blocked Obama from making progress.
