If the riders know before the ride starts, then nothing was done wrong. Im a lot of states doing so without notifying the passenger is illegal regardless.

Article says passengers were unaware.

Also, a lot probably depends on Uber/Lyft's policies on passenger privacy. Given how Uber is going through a bit of a sea change right now, I'm not surprised they would be proactive about this even if it isn't explicitly prohibited in the company's guidelines.
