A person with Down Syndrome doesn't have the intellect and emotional intelligence to 100% grasp the magnitude of what he's doing (assuming he attacked me for zero reason) so I couldn't fight back. I'd probably try to restrain him though and get him to calm down. If for some reason my life was in danger, like he had a knife on him or something I'd fight back because my life was in danger. But if the worst case is that I'd get a couple of bruises or a bloody lip from him swinging/flailing his arms at me, it wouldn't be enough to make me get into a serious fight with him. He definitely didn't see the guy properly, and if someone laid hands on my kid he'd also get roughed up badly.
