Parsley was originally put on plates to act as a breath freshener, ie the diner would eat it after eating food and their breath wouldn't smell so bad. I guess with the advent of more sophisticated citizenry, it's not needed any more.

They have parsley on the fish and chips at Pier 39 in San Francisco, but I havent seen it recently anywhere else.
