I've changed my sleep schedule so that I sleep from 1-10 when it's the most hotful (heatful?).BUT IT'S STILL SO DAMN WARM.

Don't know where you are getting 46C from, it peaked at 34C and you've mostly been getting around 22. Regardless, the US has air conditioning! We don't have air conditioning! There's no escape for us.

where i'm living is the absolute worst since it's a new build and traps in heat

plus we get the sun shining through from 11am until 8pm so it boils up the flat

Fortunately yes, it gets nice and cool at night, which is why I'm on a more nocturnal schedule. I'd still rather this than freezing my nuts off and have a constant runny nose like in winter to be fair. Even if i'm constantly sweaty. Like I'm uncomfortable but not debilitated like if I was too cold.

Also there's a huge construction site opposite my window, like the width of the road where the other houses would be, so if I open my window I have to put up with construction noises all day which drives me insane.

That's good. Quick heatwave tip for you - if you soak a t-shirt in water then strain it and put it on you'll cool off significantly. Does even better if sitting in front of a fan.
