As much as I love FFVII, I think it had the weakest looking version of Ultima. Just some green mist, really. FFX's version of Ultima looks pretty awesome though, to be honest. Special mention to FFVI's Ultima which ended up getting recycled as Luminaire in Chrono Trigger.
