Orange Diego which consists of (Orange County & San Diego County) would have 16% of the wealthier population and only have to upkeep 3.0508% of the land. It's a HUGE windfall for the Urbanites. They get what they want, and far less maintenance costs. And they can choose to remain part of NYC if they want. There's no rule that a state has to be contiguous in land. Look at Michigan, they're not completely contiguous.
