For example like you checked something out at the library and they say you didn't turn it in but you gave it back to them but they still won't believe you. Has something like this ever happened to you?

Yep. I refuse to pay them, I tell them "take it to the courts if you're that sure".

Only one has ever tried to actually do so, and they lost.

No, just in general with false fees. The only time I've ever had a library-related one it was legitimate, so I paid it without objection.

I was at the store today and I bought some bread and some yogurt. I thought the bread was supposed to be 2.99, but after I paid I saw on my receipt it was 4.69. I didn't care enough and just continued on my way.

Which neither of are actually valid excuses for breaking the law. The former might be a valid defense to avoid additional penalties for the violation, but they'd still be ultimately required to follow it.

Oh I know, didn't say they did it on purpose.
But since most customers aren't aware of the law, they're happy with just paying the price that was showing on the shelf, they don't know about the $10 off, and some employees seem to not care or try not to apply it too much, as if the $10 came off their own pockets.
