Basically they learn Aeroblast/Sacred Fire at level 1, so once it learns a 5th move, it'll overwrite it. Since they learn their 5th move at level 44, they can only keep Aeroblast/Sacred Fire in their mascot version since it appears at lvl 40 in that version (it's lvl 70 in the opposite version and lvl 60 in Crystal)

IIRC there was a move relearner in Pokemon Stadium, so technically they could get it that way.

Not that it mattered since Lugia was a special attacker and Aeroblast was physical in Gen 2. Ho-Oh was a physical attacker and Sacred Fire was special in Gen 2.

Lugia's Attack and SpAtk are actually both equal... as in, equally shit compared to other legendaries. It's a defensive Pokemon, plain and simple.
