Or is she more powerful cus she can fly as a baby Gohan is capable of jacking up his power in specific circumstances. If someone kidnapped Pan, he would probably train to get her back. But when he does, he's going to stop training and start doing other shit again. Goku would never, ever stop training because it's his only hobby in life besides eating, so he would pass Gohan up fairly quickly once he stopped trying.
