This excludes if it's a different language or a heavy accent from a different country. Do you blame the person for not speaking clearly enough for you or yourself for not picking up on it fast enough?

This is a simple ethics question. If you blame others more often than yourself then you have a tendency to act like a dick. Work on that and be a better person for it.

If you blame yourself more then you are a cool individual and easy to get along with. Keep it up.

It's just something I noticed.

Why would I blame anyone?

I just ask them to clarify if I don't understand what someone's saying, and I'll try and clarify if someone didn't understand me, or just say nevermind if it wasn't important.

Lots of people get angry at the person talking. They blame them because they aren't speaking clearly enough for them. It's actually pretty common.

Why would I ever get angry at someone with a heavy accent, unless they're doing it on purpose?

Sounds rude as fuck. It's only annoying/embarrassing if they're 100% oblivious to it, but that's super fucking ultra rare.
