There's two game/control systems. One's like other fighting games, and one is called "Gougi" where you basically make up a deck of powerups for your fighter

Which you buy with real money

And online can only be played in Gougi

Q: What is the Gougi system?
A: A system that when activated heavily change the flow of the match by granting special powers and abilities to a character (i.e. Giving a character unlimited Super Meter.) These effects carry over between rounds, so please look forward to dynamic and ever evolving matches!

Q: I want to fight without Gougi.
A: That is no possible; please understand that our goal for this game is to make a game where the battles change and evolve mid-battle. However, you can try experiencing the game without Gougi in Training Mode.

all they had to do was make a silly, over the top fighting game with a weird tournament ladder like the original arcade version, where you fight sharks and shit, and have online

how did they get so fucking far off track from that?

Do they really expect to make it with shit like this?

is this really the reason why they didn't let Capcom use their characters?

I'm not sure if you buy Gougi directly or if you gacha them. Trying to get more details, but I know you buy Gougi in some manner.

It appears it hasn't been decided yet because it was just in beta or something, but they've been talking about a loot box system, basically, so I assume that's where all the "pay to win" stuff I'm seeing is coming from

Exactly, this game should have been dumb fun with fan favorites who haven't been seen in years without Capcom's greedy higher ups trying to nickel and dime us, and instead they out-Capcom Capcom!
