For some reason, the two never seem to be in a film together. Bowser was replaced by a human villain in the Super Mario Bros. movie and Bowser appeared in Wreck-It Ralph without Mario.

I guess the anime did have a theatrical release, but only in Japan.

The "human villain" was King Koopa, otherwise known as Bowser.

Does President Koopa even count as Bowser?

This would be like a Batman movie having a blond guy named Joe Kerr.

Nah.

He's not a dragon, he's not Bowser.

I'd forgotten about that. He does look like Bowser for a fraction of a second. When t-rex koopa's being turned into goo, he briefly becomes a CGI dino hybrid which I'm sure was an early test model for Koopa's on-screen character.

Dennis Hopper is simultaneously the best and worst thing about that movie. He gives the best performance, but his presence also means no dragon.

I almost wanna say he was Bowser in his first appearance overseas, but I could be mistaken.

Here's what I meant about the blink-and-you'll-miss-it transformation:

RoZlSl3

He only looks that way for a second or two while he's de-evolving. What an improvement it would've been if that was the Koopa we'd had in the movie.
