Type advantage is unavoidable when you deal in elemental attacks. It would be more strange if this wasn't a thing brought up at all. Plus it allows for creative team attacks and such in other media like video games.

but then Sasuke should have rekt Gaara in Part 1with his lightning attacks

Jiraiya legit didn't do shit over the training period.

Naruto came back worse than pretty much everyone else. Though from a story standpoint it should have given the side characters time to shine- except it didn't.

That 3 years didn't do anything lol. He managed to make his Sharingan bigger...that's it. A week after being back and Kakashi told him about shadow clones sharing their experiences and elemental types, which is way more helpful.
